My start menu is not full - only 7 items and there's a lot of empty space. However, when I clcik on the Start button, I get a balloon which says that some items cannot be shown due to lack of space and that I should delete some items or use smaller icons. Like I said, its not serious, but very irritating.

Try to start it using GNOME's foot (main) menu. Current result: I cannot find gnome-system-monitor anywhere on that menu.
